Federal Express Corporation (FedEx) is strengthening its support for businesses across Asia Pacific, including the Philippines, as they prepare for the mandatory U.S. Consumer Product Safety Commission (CPSC) e-filing requirements that took effect on July 8, 2026.
The new regulation requires U.S. importers of CPSC-regulated products to electronically submit product safety information at the time goods enter the United States. The move aims to improve product safety oversight and enhance compliance transparency for imported consumer goods.
For Philippine exporters, the new requirement means product compliance information must be available before shipments are sent to the U.S.
Awareness grows, but many businesses remain unprepared
To help customers prepare, FedEx conducted customer education webinars across 12 Asia Pacific markets, reaching more than 5,000 participants from small and medium-sized enterprises (SMEs) and multinational companies.
The sessions covered how businesses can identify CPSC-regulated products, compile compliance data, and establish repeatable processes to avoid shipment delays.
Survey findings revealed that while awareness of the new rules is increasing, many businesses are still not fully prepared.
Among respondents:
- 64% said they are not yet ready for the mandatory CPSC e-filing requirements.
- 28% understand the requirements but have not started implementing them.
- 18% expect significant disruptions to U.S.-bound shipments.
- Only 15% reported being fully operational and ready for compliance.
FedEx noted that companies failing to meet documentation and electronic filing requirements could face customs clearance delays, penalties, or shipment refusal at U.S. ports of entry.
The company also reminded businesses that registration with the CPSC Product Registry, which allows for a simplified filing process, may take up to six months.
Businesses seek clearer guidance and digital solutions
The survey also highlighted the key challenges businesses face as they prepare for compliance.
The top priorities identified by respondents include:
- Better clarity on which products fall under CPSC regulations (32%)
- Digital tools to pre-validate compliance data (23%)
- Simplified guidance on registration and documentation requirements (19%)
Businesses also expressed interest in centralized regulatory updates, integrated compliance workflows, and access to customs and trade compliance experts.
FedEx expands digital compliance support
To simplify compliance, FedEx has integrated CPSC e-filing capabilities into its digital shipping platforms, including FedEx Ship Manager™ and FedEx API.
These tools allow customers to submit Certificate of Compliance information as part of their existing shipping process, supporting both the complete CPSC data submission and the abbreviated filing option for products registered in the CPSC Product Registry.
FedEx’s digital platforms also provide step-by-step guidance to help businesses establish consistent compliance procedures for U.S.-bound shipments.
Trade experts available to assist exporters
Beyond digital tools, FedEx has launched a proactive customer support program to help businesses transition to the new requirements.
The initiative includes:
- Direct customer outreach and educational guides on identifying regulated products and preparing required documentation
- Access to FedEx trade compliance and customs clearance specialists for personalized assistance
- Updated customs guidance, service fact sheets, and tutorials covering CPSC requirements
