CIBI Information Inc. and the Cybercrime Investigation and Coordinating Center (CICC) have entered into a memorandum of understanding (MOU) to strengthen public-private collaboration in combating financial fraud and address increasingly sophisticated cybercrime threats.
Under the agreement, the organizations will explore how legally shareable records can be integrated into the Fraud Intelligence Data Sharing (FIDS) Network, an industry-wide initiative established by CIBI and Fintech Alliance.PH. The network enables participating institutions to securely share fraud intelligence, identify suspicious activity, and strengthen their defenses against emerging threats.
The partnership reflects the growing need for a more coordinated, intelligence-driven approach to fraud prevention. By expanding information sharing across the financial and cybersecurity ecosystem, institutions can gain broader insights to help detect threats and respond more effectively.
Strengthening Fraud Intelligence Through Collaboration
The initiative comes as the Philippines’ digital economy and financial sector continue to grow. According to estimates from the Bangko Sentral ng Pilipinas (BSP), approximately ₱15 trillion in credit flows through the Philippine banking system, highlighting the importance of stronger safeguards for consumers and financial institutions.
“Fraud is no longer an isolated challenge that institutions can address on their own,” said Pia Arellano, President and CEO of CIBI. “Threats today move across multiple platforms, organizations, and industries. Closer collaboration among financial institutions, regulators, and law enforcement agencies is essential to strengthening the country’s ability to prevent fraud before losses occur.”
Unlike traditional fraud prevention approaches that rely primarily on an organization’s internal data, the FIDS Network allows participating institutions to contribute to and access a shared pool of intelligence.
The inclusion of information from public-sector partners is expected to further expand the breadth and depth of data available to participating organizations, potentially strengthening their ability to identify suspicious patterns and emerging forms of fraud.
“FIDS was designed to help institutions integrate fraud intelligence into their decision-making processes so they can identify synthetic identities, suspicious activities, and other emerging threats more effectively,” Arellano said during the ASEAN Tech Summit 2026. “Strengthening the flow of information across the ecosystem enables organizations to make better decisions while protecting the people and businesses they serve.”
Building Greater Trust in Digital Finance
Beyond fraud detection, the CIBI-CICC partnership aims to reinforce trust across the broader financial ecosystem. By bringing together public- and private-sector stakeholders, the initiative seeks to encourage greater accountability, improve resilience, and strengthen confidence in digital financial services.
CIBI sees continued participation from organizations across both sectors as an important part of expanding the FIDS Network and creating a more connected approach to fraud intelligence.
As the network grows, the partnership underscores the role of information sharing and cross-sector cooperation in helping protect Filipino consumers and businesses against evolving financial fraud and cybercrime threats.
