As the Philippines celebrated National Shelter Month this October, the Subdivision and Housing Developers Association (SHDA) renewed its call for inclusive, people-centered housing during its 33rd National Developers Convention, held on October 9–10, 2025, at the Makati Shangri-La Hotel.
With the theme “Recalibrate: Upgrading Housing Strategies for a Better Tomorrow,” the event emphasized the private sector’s role in advancing the government’s Pambansang Pabahay Para sa Pilipino Program (4PH) and in building sustainable, resilient, and affordable communities.
Over 400 stakeholders—from government, real estate, finance, and policy sectors—gathered to explore reforms aligned with the DHSUD’s 8-Point Housing Agenda, ESG integration, and stronger public-private partnerships.

“Through the 4PH program, we see unprecedented opportunities for developers to deliver more homes, more efficiently, and with greater social impact,” said SHDA National President Engr. Francis Richmond Villegas.

DHSUD Senior Undersecretary Atty. Sharon Faith Paquiz echoed this, urging deeper collaboration “to build a future where every Filipino has access to safe, affordable, and resilient housing.”
Key panels on women leaders in real estate and ESG-driven development highlighted inclusive leadership and sustainability as cornerstones of housing progress.
Reaffirming its “Essential Few” policy agenda, SHDA outlined key priorities: expanding 4PH through stronger partnerships, streamlining permits via digital one-stop shops, and institutionalizing incentives to encourage developer participation—reforms aimed at reducing costs and accelerating delivery.
“Our focus on people-centered development ensures housing reform uplifts communities, not just builds infrastructure,” said SHDA National Chairman Ar. Leonardo Dayao Jr.
Supported by partners including Citihomes Builder, SMDC, Pag-IBIG Fund, Republic Cement, BPI, BDO, and Globe, SHDA pledged to work with DHSUD in shaping a more inclusive and sustainable housing ecosystem for the nation.
