The Municipality of San Juan in La Union, in partnership with GCash, the country’s leading finance super app, is implementing a digital Fund Disbursement Service alongside the issuance of free GCash Visa Cards to ensure faster, safer, and more timely delivery of financial assistance—particularly as the community prepares for the increased financial needs of the holiday season.
For years, beneficiaries in San Juan relied on manual payout processes that required long queues and in-person verification at crowded disbursement venues, often resulting in delays during peak periods such as year-end. With the shift to digital disbursement, financial assistance can now be released more efficiently, reducing wait times and minimizing physical movement for both residents and LGU staff.
San Juan Mayor Mariquita P. Ortega emphasized that the initiative reflects the LGU’s commitment to efficient and transparent public service delivery. By adopting digital disbursement, the municipality aims to reduce long queues, eliminate risks associated with manual cash handling, and ensure that eligible citizens receive support quickly and securely.

Through the GCash Fund Disbursement Service and free GCash Visa Cards, beneficiaries—including those without mobile data or bank accounts—can access assistance with fewer steps, making the system especially beneficial during the busy holiday period. Sangguniang Bayan member Mitos Magsaysay, chair of the Tourism Committee, noted that digital payments also enhance the experience of residents and visitors, while supporting digital financial literacy as San Juan works toward becoming a world-class municipality.
GCash officials highlighted the partnership’s focus on inclusion, financial literacy, and reliable access to aid, particularly in times of emergencies such as typhoons. Beneficiaries shared that the new system allows them to receive assistance faster and manage finances more securely during the holidays.
The program is expected to benefit public and private employees, vendors, transport groups, students, farmers, and other sectors—supporting San Juan’s transition to a more efficient, citizen-centered digital system when timely assistance matters most.
