Local government units (LGUs) across the Bicol region are stepping up their digital transformation efforts as they explore how artificial intelligence (AI) can enhance the delivery of public services—especially in communities frequently impacted by typhoons and natural disasters.

Nearly 50 LGU representatives from across Bicol recently joined an AI workshop organized by PLDT and Smart, aimed at helping local governments streamline operations, improve responsiveness, and build confidence in using emerging technologies. The participating LGUs were identified by the Anti-Red Tape Authority (ARTA) as partners in establishing their own electronic Business One-Stop Shops (eBOSS), a key national initiative to improve the ease of doing business.

The training forms part of PLDT and Smart’s AI-in-a-Box program, which equips organizations—including LGUs—with practical AI skills. It also complements the PLDT Group’s earlier donation of desktop and laptop computers to ARTA to support LGUs in automating business registration and renewal processes.

“Our goal is to build the confidence of LGUs in using AI tools for more efficient and responsive public service,” said Stephanie V. Orlino, AVP and Head of Stakeholder Management at PLDT and Smart. “When LGUs embrace these technologies, communities become more empowered and receive better service when it matters most.”

Participants expressed optimism about how AI can ease heavy workloads. Gemma Domalaon-Ferrer, Municipal Treasurer of Prieto Diaz, Sorsogon, noted that a Facebook chatbot could help manage repetitive public inquiries, freeing staff to focus on core financial duties. Rocky Phillip Romero of San Jacinto, Masbate, shared that AI can assist HR teams in processing routine employee and applicant questions.

For James Saludo Flores of Polangui, Albay, chatbot systems can make public services more accessible: “Instead of traveling to the Municipal Hall, residents can access requirements, permits, and follow-ups online. AI helps us respond faster and serve better.”

Through initiatives like this, PLDT and Smart continue to support the government’s broader digitalization efforts and strengthen public service delivery nationwide.
